Steve Pound calls on police to use £80 fines for firework yobs 31 October, 2006

Northolt’s Labour MP Steve Pound has backed laws that mean yobs misusing fireworks are fined £80 on the spot.

The police can use Fixed Penalty Notices to deal with individuals setting off fireworks at night, youngsters caught with fireworks, and adults found with high-powered display fireworks. It is also illegal for youngsters to carry adult fireworks in a public place.

Offenders who refuse to pay the £80 will face an increased fine and court action. For the most serious fireworks offences, the police will retain the power to prosecute offenders with penalties of a £5,000 fine and/or six months in prison.

Having discussed the matter with constituents this weekend, Steve Pound announced:

“Many parents in Northolt know that in the wrong hands fireworks can be very dangerous. I’ve heard of cases where families have been disturbed late at night, children have been threatened by fireworks or elderly relatives felt trapped inside their homes. That’s why we need to make sure that fireworks are enjoyed safely not endured by people who think that they’re living through an air raid.”“I know that fireworks concern many people in Northolt, Greenford, Perivale and Hanwell, especially in the run up to Guy Fawkes night. I agree with them that controlling fireworks matters.

“The police have the power to fine those who cause disturbance late at night, let off fireworks in the street and fine youngsters who carry fireworks in public. That’s why I’m calling on the police in Ealing to crack down on those people who use fireworks to terrorise others.”

Local Labour Councillor Wins Political Speed Dating Challenge 17 October, 2006

Northolt’s own Labour Councillor Bassam Mahfouz (below) proved a big hit with students at Greenford High School today, as he won a political speed-dating event held as part of Local Democracy Week (16th-20th October).

Over thirty students were given the opportunity to quiz fourteen councillors from all parties about local democracy, being a politician and the political issues that matter to them.

Councillor Sonika Nirwal, Leader of the Labour Group, said:
“Events like this are a great way of getting young people more interested in politics. Local Democracy Week is always enjoyable and thought-provoking, not just for young people, but for councillors too.”

At the end of each session students scored each councillor out of 10. The votes were tallied, and Councillor Mahfouz, Shadow Cabinet member for Environment and Transport, was declared the winner.

Councillor Mahfouz told us:
“I’m thrilled to have been chosen as the winner, and it was great to see so many young people showing an interest in politics. I’ve enjoyed meeting the students of Greenford High School, telling them about my role as a councillor, and finding out more about what’s important to them.”

Victory for Residents on Future of Northala Fields 11 October, 2006

Pastor David Wise, Chair of the Northolt & Greenford Countryside Park presented a 700-strong petition to the Council last night and spoke very well putting forward the case for keeping the Northala Fields development going.

Labour’s Northolt West End Councillor Bassam Mahfouz then tabled a motion to ensure that there was a full and frank debate on the future funding of the park:

“This Council urges the Leader to reconfirm that the entire surplus generated by Phase 1 of the Northala Fields project will be invested in what will be the biggest new park of the 21st century and a bold step for the borough. This Council will realise the full potential of the Phase 2 development by working towards delivering:1. A visitors’ centre and educational facility for schools and the public.
2. A playground for children
3. A development of the fishing and boating lakes.
4. A cafeteria, rangers’ and fishing bailiff’s offices.
5. Adequate public toilets.
6. The proposed pedestrian and cycle bridge across Kensington Road parallel to the A40 which forms a crucial link in a network of primary and secondary paths connecting the adjacent open spaces that make up the Northolt and Greenford Countryside Park.
7. A development of new diverse habitats to enhance the ecological interest of the site.
8. An extensive environmental education programme both for school pupils and adults
9. Funding for arts and sports events in the park.
10. Financial endowment for the long term upkeep of the park.
This Council will show dynamic and visionary leadership in order to deliver Phase 2 of the Northala Fields project.”

Cllr Mahfouz pointed out that both the Director of Cultural Services and a cabinet member had indicated that money would be taken away from the park to be spent in other areas. The evening debate proved interesting as Labour Councillors pointed out the financial logistics of keeping the park as a self-funding project as well as pointing out improvements to the park that the new Conservative administration simply did not want to support such as a visitors’ and education centre (see details of motion above).

Whilst the motion was voted down by the Conservative majority there were three major victories for local residents that came out of the debate:
1) The money which the Conservatives wanted to take away from Northolt’s park to other areas was to stay in the park and pay for some improvements.
2) The interest which has accrued from money building the park has raised will also go into improvements in the park rather than be spent elsewhere.
3) The decision as to how the above money would be spent would be decided by a committee of councillors and residents, rather than by the Conservatives alone behind closed doors.

Today’s edition of the Greenford & Northolt Gazette covered a front page story on the Conservative council’s proposals for Northala Fields.

The Tory Council Leader (depicted as ‘Robin Hood in Reverse’) is criticised for his party’s position, which was to remove self-raised funds from Northala Fields in order to prop up other parts of the borough. The Tories try to move the argument on, by backtracking and deciding to allocate some of the money back to the park. A debate in the council chamber next Tuesday, following a motion tabled by Labour’s Environment Spokesman and Northolt West End councillor, Bassam Mahfouz will allow all of the issues to be raised in full discussion. A petition which has been collected will also be presented at the meeting.

Labour Mayor to put 375 Police Support Officers to tackle Anti-Social behaviour in London’s suburbs 3 October, 2006

The Labour Mayor of London Ken Livingstone has offered Transport for London and the Metropolitan Police Service joint funding to provide an extra 375 Police Community Support Officers to patrol the London transport network over the next two years.

The Police Community Support Officers would be deployed in mobile ‘transport teams’ in suburban areas and outer London boroughs (benefiting areas like Northolt) and could be deployed to different parts of London on a weekly basis to areas where patterns of anti-social behaviour have been identified as local hot spots by intelligence gathered by Transport for London and the Transport Operational Command Unit (TOCU).

The Mayor would like to see these teams deployed by early 2007 to concentrate on tackling fare evasion and anti-social and criminal behaviour at major transport interchanges, bus stations and schools.

Labour Mayor of London, Ken Livingstone said: ‘I am proposing that we invest another £7.5 million to expand the number of visible uniformed officers on London’s transport system. These officers, based in suburban areas, will make a real difference to people living or working in outer London. More uniformed officers patrolling the transport system is the key to deter criminals and reassure passengers.’
